Senior Management Specialist- Capital Planning
The Senior Management Specialist reports to a designated Director or Senior Director and is responsible for conducting and coordinating special projects involving management, operational and financial analyses and in assisting in the development and implementation of Authority-wide policies and procedures. The Specialist may be designated as a leader for a special project or responsible for oversight of a specific project from inception to completion.
Duties and Responsibilities:
* Conduct and coordinate management, operational, and financial analyses
* Prepare formal analytical reports for Senior Management
* Serves as liaison between SCA/DOED and NYC elected officials.
* Participates in City Education Council and Participatory Budgeting presentations
* Participate in recommending to Senior Management changes to and/or new policies and procedures affecting all aspects of departmental operations
* Assist Senior Management with the implementation of recommendations
* Develop methodologies and analytical models to study and assess issues from a systems perspective
* Coordinate departmental and/or Authority-wide special projects
* Coordinate review of scope reports to ensure inclusion of appropriate project elements
* Provide recommendations regarding additional items requested as a result of scoping phase
* Liaise with other Departments, as appropriate, to ensure timely submission of required documentation
* Coordinate citywide programs as required
* Build and gain consensus on departmental policies and procedures
* Conduct research regarding departmental policies and procedures
* Assist with ensuring the accuracy and appropriateness of the Authority Manual of Policies and Procedures
* Perform specific duties based on assignment to a department, division, or unit within the SCA
Minimum Qualifications:
* Ability to understand and be understood in English;** and**
* Baccalaureate degree from an accredited college or university; **and**
* Five years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; **or**
* A satisfactory combination of education (High School Diploma / GED at the minimum) and experience
**Preferences:** These positions require strong management and interpersonal skills (including follow-up expertise); good oral and written communication skills; strong computer skills, including Excel, PowerPoint, Word, Access, strong budgeting skills and an ability to multitask. Understanding of NYC and NYC Council intergovernmental policies and procedures.
